ECI Starts Special Voter Roll Revision Across Nine States and Three Union Territories

The exercise creates a fresh roll through door-to-door enumeration requiring a new form from every elector.

Overview

  • The second phase of the Special Intensive Revision begins November 4, covering about 51 crore voters in Tamil Nadu, Kerala, West Bengal, Uttar Pradesh, Madhya Pradesh, Rajasthan, Chhattisgarh, Goa, Gujarat, Puducherry, Andaman and Nicobar Islands, and Lakshadweep.
  • Enumeration runs November 4 to December 4, draft rolls publish December 9, claims and objections close January 8, and final rolls are due February 7, 2026.
  • Booth Level Officers will make up to three visits per household, collect enumeration forms from all existing voters, and issue acknowledgements; no documents are required at enumeration unless records cannot be matched.
  • First-time voters and inter-state migrants must file a declaration with proof of age and identity, with Aadhaar and Bihar’s post-SIR voter list accepted as indicative documents when verification is sought.
  • Assam is excluded pending a Supreme Court–supervised citizenship verification, while opposition parties press legal and street challenges, including a DMK petition in the Supreme Court and protests in West Bengal.
