ECI Sets October 24 Rajya Sabha Polls for Four Jammu and Kashmir Seats

The Commission will hold three separate contests because the vacancies fall in different cycles.

  • Notifications issue on October 6, nominations close October 13, scrutiny is October 14, withdrawals end October 16, polling runs 9 am–4 pm on October 24, and counting starts at 5 pm the same day, with the process due by October 28.
  • The four seats have been vacant since February 2021 when the terms of Mir Mohammad Fayaz, Shamsher Singh Manhas, Ghulam Nabi Azad and Nazir Ahmad Laway ended, and no Assembly existed to serve as the electoral college.
  • The Election Commission cited a 1994 Delhi High Court ruling to justify separate elections for vacancies arising under different categories.
  • The tenure of those elected from J&K will be subject to the outcome of a pending Supreme Court case, SLP No. 17123/2015.
  • Procedural safeguards include appointed observers and the mandatory use of integrated violet sketch pens provided by the Returning Officer, while a separate Rajya Sabha bypoll in Punjab will be held the same day.
