ECI Sets Oct. 24 Rajya Sabha Polls to Fill Four Jammu & Kashmir Seats

The schedule follows the assembly’s return to restore the electorate lost after the 2019 reorganisation.

  • The four seats have been vacant since February 2021 after the terms of Ghulam Nabi Azad, Nazir Ahmed Laway, Mir Mohammad Fayaz and Shamsher Singh Manhas expired.
  • The Commission will conduct three separate biennial elections for these vacancies because they fall in different cycles, citing a 1994 Delhi High Court ruling.
  • Key dates: notifications on October 6, nominations by October 13, scrutiny on October 14, withdrawals by October 16, polling on October 24 from 9 am to 4 pm, and counting at 5 pm the same day.
  • The tenure of those elected will be subject to the outcome of a pending Supreme Court case, SLP(C) No. 17123/2015.
  • ECI outlined strict procedures including appointed observers and the use of only integrated violet-coloured sketch pens, with a simultaneous bypoll also set for one vacant Rajya Sabha seat in Punjab following Sanjeev Arora’s resignation.
