Overview
- The Election Commission issued directions to chief electoral officers in Delhi and seven states on Friday, Nov 6 to give electors marked Absent, Shifted, Dead or Duplicate (ASDD) whose enumeration forms were not received another opportunity to submit forms for inclusion in the final rolls.
- Officials must display booth‑wise lists of ASDD‑flagged electors at polling stations and local government offices and upload readable PDFs to CEO websites so voters can see why they were excluded.
- District and electoral registration officers must generate partially filled Enumeration Forms on the ECINET dashboard and Booth Level Officers must deliver forms by hand or electronically using WhatsApp, SMS, email or the ECINET app.
- Special procedures let people who moved within the state submit an Enumeration Form with an address statement instead of Form 8, let non‑movers file a form with an explanatory statement, and let homeless applicants use a BLO field‑verification report as proof of residence.
- All applications under the arrangement will be processed by Electoral Registration Officers under Rule 21(1), kept separately for possible inclusion, and CEOs must publicise the window and send action‑taken reports while routine SSR schedules proceed where set.
