ECI Opens Online SIR Filing With Aadhaar E‑Sign and EPIC‑Linked Mobile Required

Voters who did not receive physical forms can submit their details on the Voters’ Service Portal using the Fill Enumeration Form option.

According to the SOP, the online SIR form can be filled only by the elector for himself or herself, as the form requires Aadhaar-based e-sign.

Overview

  • Users log in at voters.eci.gov.in, choose “Fill Enumeration Form,” enter their EPIC number to auto‑fetch details, and verify an OTP sent to the mobile linked to that EPIC.
  • Linking the mobile number to the EPIC is mandatory for online submission, and voters without this linkage must first file Form 8 to update the mobile number.
  • The online form must be e‑signed through Aadhaar by the elector personally, and the name on EPIC must exactly match the Aadhaar e‑sign record for the submission to proceed.
  • Electors who cannot complete Aadhaar e‑sign or whose details do not match must submit the SIR form through their Booth Level Officer, with complaints directed to complaints@eci.gov.in if forms are not provided or collected.
  • The current SIR phase is active across 12 states and Union Territories after an earlier phase in Bihar, and voters can also verify their names in the electoral roll and download their e‑EPIC through the ECI portals.
