ECI Nears Full Enumeration as Kerala Seeks SIR Delay and Assam Begins Special Voter Roll Revision

Kerala has asked the Supreme Court to defer the exercise, citing a clash with local body polls.

Overview

  • ECI’s daily bulletin says 98.54% of enumeration forms—about 50.25 crore—have been distributed under SIR Phase II, while only 11.76% have been digitised so far.
  • Assam will conduct a Special Revision using pre-filled registers, with house-to-house verification from November 22 to December 20, a draft roll on December 27 and the final roll on February 10, 2026.
  • The Assam instructions retain D-Voter entries unless altered by a Foreigners’ Tribunal or court and reduce the electors-per-booth cap from 1,500 to 1,200, which is expected to add 1,826 polling stations.
  • Kerala’s petition seeks to postpone SIR due to its overlap with December 9 and 11 local body elections, even as the state CEO reports over 96% form distribution and BLOs protest following a reported suicide.
  • In Tamil Nadu, revenue staff announced a boycott of SIR duties from November 18 as the BJP alleges political motive, and in West Bengal a senior ECI team is on a multi-day review of SIR progress.
