ECI Nears Finish of Voter Roll Revision as Kerala Wins One-Week Extension and Rajasthan Reaches 100% Digitisation

Forthcoming hearings will determine final inclusions after large pools of excludable or unmapped voters were flagged in key states.

Overview

  • As of the December 6 bulletin, 50,93,62,185 enumeration forms (99.93%) have been distributed and 49,69,38,877 (97.49%) digitised across 12 states and UTs.
  • Kerala’s schedule now runs to December 18 for enumeration with the draft roll on December 23 and the final roll on February 21, 2026, following a state request permitted by the Supreme Court.
  • Rajasthan became the first state to complete 100% digitisation under SIR and reports over 97% voter mapping, limiting document submission to about 3% of electors during claims and objections.
  • West Bengal has digitised about 99.4% of forms and identified roughly 54.6 lakh excludable entries; the EC ordered re-verification of deceased records using municipal, bank/insurance, and social-welfare data, while 28–30 lakh unmapped voters are likely to face hearings.
  • Kerala has flagged 20.75 lakh ‘uncollectables’ (dead, shifted, untraceable, duplicates and others), and several parties there argue the one-week relief is insufficient and seek more time.
