ECI Launches Phase II Voter Roll Overhaul in 12 States, Final Lists Due Feb. 7, 2026

The rollout follows Supreme Court directions on documents, with defined appeal routes.

Overview

  • About 51 crore electors fall under this phase, with existing rolls in the covered states and UTs frozen from midnight before enumeration begins.
  • Printing and training run from Oct. 28 to Nov. 3, house-to-house checks occur Nov. 4–Dec. 4, draft rolls publish on Dec. 9, claims close Jan. 8, hearings run to Jan. 31, and final rolls publish on Feb. 7, 2026.
  • The 12 jurisdictions include Tamil Nadu, West Bengal, Kerala, Puducherry, Uttar Pradesh, Madhya Pradesh, Rajasthan, Gujarat, Chhattisgarh, Goa, Andaman & Nicobar Islands and Lakshadweep, with Assam handled separately under distinct citizenship provisions.
  • Booth Level Officers will deliver unique enumeration forms and make up to three visits, online submissions are allowed, Aadhaar may be used only as identity, and no new documents are needed if the voter or a parent appears on the 2002–04 SIR rolls.
  • Opposition parties including the DMK and Congress question the exercise as disenfranchising, while the EC cites legal backing, appeal mechanisms via EROs and DMs, and its Bihar pilot as precedent.
