ECB Recruits Merchants for Yearlong Digital Euro Pilot

Testing payments, market appetite, operational readiness, user experience will inform a possible 2029 issuance aimed at protecting Europe's monetary sovereignty.

Overview

  • On Sept. 15 the European Central Bank invited e-commerce and mobile‑commerce merchants across the euro area to join a 12‑month pilot that will begin in the second half of 2027.
  • The pilot will use a beta token that is not legal tender to test online, mobile, in‑store and person‑to‑person payments under controlled conditions with ECB and national central bank staff acting as users.
  • The exercise will run with 19 euro‑area national central banks and 36 banks and payment firms already selected to test operational processes and user flows in real merchant settings.
  • The ECB has signed agreements to reuse existing European payment standards to lower technical integration costs, but industry sources say merchant uptake will likely need commercial incentives such as lower processing fees.
  • The bank targets readiness for possible issuance in 2029, though any launch still requires completed EU legislation and a separate decision by the ECB Governing Council and could reshape how dollar‑pegged stablecoins compete in European payments.
