EC Reports 73% of SIR Forms Distributed as Supreme Court Sets Hearing on Voter Roll Overhaul

A rule change on appointing booth agents has triggered a partisan dispute over the revision’s conduct.

Overview

  • Election Commission data show 37.05 crore enumeration forms, or 72.66% of the target, have been handed out across 12 states and UTs, with 5.33 lakh BLOs and 7.64 lakh BLAs deployed.
  • Progress varies widely: West Bengal reports 88.8% distribution, Gujarat 88.08%, Uttar Pradesh 69.95% and Kerala 49.55%, with Lakshadweep and Goa nearly complete.
  • The enumeration window runs November 4–December 4, draft rolls are due December 9, claims and objections are open December 9–January 8, and final rolls are slated for February 7, 2026.
  • The Supreme Court has sought the ECI’s response to challenges against the October 27 SIR order, paused related high court cases, and listed hearings for November 26–27.
  • The ECI has allowed parties to appoint Booth Level Agents from anywhere within an Assembly constituency if none are available from the same booth, drawing allegations of bias from the TMC and support from the BJP; in West Bengal, UIDAI has flagged roughly 32–34 lakh Aadhaar deactivations linked to deaths for use in SIR hearings as field reports cite heavy workloads and a BLO’s reported on-duty death under review.
