EC Deploys 470 Central Observers for Bihar Election and Bypolls

The commission will hold an October 3 briefing in New Delhi to set expectations on fairness and accountability.

  • The cohort includes 320 IAS, 60 IPS and 90 IRS/IRAS/ICAS officers assigned as general, police and expenditure observers.
  • Coverage spans the Bihar assembly election plus bypolls in Budgam, Nagrota, Anta, Ghatsila, Jubilee Hills, Tarn Taran, Dampa and Nuapada.
  • Expenditure observers will monitor candidate spending and report suspected abuse of money power.
  • An EC spokesperson said observers act as the commission’s eyes and ears with field oversight and periodic reporting.
  • The deployment is authorized under Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951.
