Overview
- The Election Commission told state chief electoral officers on Nov. 3 that voters whose names are missing from draft SIR rolls may submit Form 6 to seek inclusion and will not face prosecution solely for doing so.
- The protection applies only if the applicant is not already enrolled in another parliamentary or assembly constituency and the Form 6 declaration otherwise complies with law.
- The ECI cited a Delhi High Court order of Oct. 14 and asked CEOs and Electoral Registration Officers to widely publicise the clarification in local languages and by available media.
- The clarification does not end legal dispute because petitioners and some election commissioners object to using Form 6 for previously registered voters and the Supreme Court will hear objections on Nov. 19.
- The issue ties to the SIR process that removed millions from draft rolls in some areas, has left voters worried about services such as ration cards and passports, and leaves Delhi with claims and objections open until Nov. 25 and a final roll due Dec. 22.
