DWP Reaffirms Motability Rules, Rejects Attendance Allowance as Qualifying Benefit

A reply to a parliamentary question confirms no change to access for older first‑time claimants.

Overview

  • Minister Sir Stephen Timms said only the enhanced‑rate PIP mobility component, higher‑rate DLA mobility, Armed Forces Independence Payment, or War Pensioners’ Mobility Supplement qualify, with Scotland’s Adult Disability Payment and Child Disability Payment equivalents accepted.
  • He stated Attendance Allowance has never included a mobility component, so it cannot be used to lease a Motability vehicle.
  • New PIP claims are limited to ages 16 to State Pension age, which prevents people who reach pension age without an existing PIP award from newly joining the scheme.
  • Eligibility also requires at least 12 months remaining on a qualifying award, and existing PIP awards can continue beyond pension age if criteria are met.
  • Separately, the Chancellor reiterated plans to remove Alfa Romeo, Audi, BMW, Lexus, Mercedes‑Benz, and all coupe and convertible models from the Motability selection.
