Overview
- On October 15, Sir Stephen Timms said the Special Rules for End of Life are kept under review and that fast-tracked access will be maintained.
- He indicated the department is looking at ways to improve effectiveness and efficiency, with no new policy changes announced.
- The fast-track route lets people nearing the end of life access certain benefits more quickly, usually without a medical assessment or waiting period, and typically at the highest rate.
- Current access requires a progressive condition and a clinician’s SR1 form indicating the person may have 12 months or less to live, with one SR1 covering multiple benefit claims.
- SREL applies to benefits including Attendance Allowance, PIP, ESA, Universal Credit and DLA for children, and eligibility was widened in 2023 following a Marie Curie campaign that highlighted earlier rejections and deaths.
