DWP Finalises Winter Support Eligibility as Qualifying Week Ends With Payments Starting in November

This week’s DWP snapshot fixes who qualifies, with letters in October and payments in November–December.

Overview

  • Entitlement is set by the qualifying week of September 15–21, 2025, with most eligible pensioners in England and Wales to be notified by letter in October or November.
  • The Winter Fuel Payment is £200 per household or £300 where someone is 80 or over for those born on or before September 21, 1959, with HMRC recovering the amount via tax if taxable income exceeds £35,000.
  • The DWP lists five ineligible groups this winter: people living outside England and Wales, those in hospital for the whole qualifying week (and the year before), people barred from public funds by immigration status, those in prison for the whole week, and those with annual income over £35,000; care home residents can qualify except in specific benefit and residency circumstances.
  • Additional help includes the Warm Home Discount as a £150 bill credit applied between November 2025 and March 31, 2026, the DWP’s £10 Christmas Bonus in early December, and Cold Weather Payments of £25 per seven-day freezing period from November 1 to March 31.
  • Households that meet criteria across schemes—such as the Household Support Fund, Warm Home Discount, Winter Fuel Payment, Cold Weather Payments, and the Christmas Bonus—could receive up to about £1,085, while Scotland runs a separate £59.75 Pension Age Winter Heating Payment in December that replaces Cold Weather Payments there.
