Overview

  • As of April 2025, 8,900 Personal Independence Payment appeals are pending, with the DWP required to respond within 28 days and tribunal hearings averaging 34 weeks.
  • From November 2026, claimants will need to score at least four points in daily living activities and undergo renewed face-to-face assessments under tighter eligibility rules.
  • Existing PIP recipients who lose their daily living component after reassessment will continue to receive payments for 13 weeks to ease their transition.
  • The Office for Budget Responsibility forecasts 1.64 million award reviews between 2026 and 2030, expecting 430,000 claimants to lose daily living awards and a net caseload drop of 390,000 by March 2030, yielding around £3.5 billion in savings.
  • Disability Rights UK warns that inserting a “constantly” qualifier into new criteria could unfairly exclude people with fluctuating conditions.
