DVLA Puts New Classic-Vehicle Registration Rules Into Effect

The overhaul is billed as cutting red tape for restorers by ending routine notifications for unchanged repairs.

Overview

  • The rules took effect on 26 August after a DVLA review and consultation with owners, clubs and the sector.
  • Like-for-like repairs or restorations no longer require notification when the vehicle’s appearance and the V5C remain unchanged.
  • Vehicles with significant structural changes, including electric conversions, can keep their original VIN and registration if the registered keeper reports the modifications.
  • The DVLA published a 16-page INF318 guide explaining the policy changes with examples for car and motorcycle owners.
  • Minister Lilian Greenwood and DVLA chief Tim Moss framed the update as modernising processes, while the HCVA says it could keep over three million vehicles roadworthy and support about 100,000 jobs.
