DVLA Overhauls Registration Rules for Restored and Modified Vehicles

The changes take effect 26 August to provide clear, modern guidance for restorations and EV conversions.

Overview

  • Like-for-like repairs and restorations will no longer need to be reported if the vehicle’s appearance is unchanged and there are no updates to the V5C.
  • Vehicles with significant structural modifications may keep their original VIN and registration, with the registered keeper required to notify the DVLA.
  • Cars converted to electric power can retain their original identity, with notification to the DVLA required.
  • The policies come into force on Tuesday, 26 August 2025, with full guidance to be published on GOV.UK the same day.
  • The update follows a Call for Evidence with more than 1,350 responses, and officials and industry groups say it will support heritage and a sector estimated at over 115,000 jobs and around £4 billion in annual revenue.
