DVLA Implements New Registration Rules to Ease Repairs, Restorations and EV Conversions

The change reduces paperwork for classic-vehicle owners following a consultation that drew more than 1,350 responses.

Overview

  • Rules took effect on 26 August 2025 with updated guidance published on GOV.UK.
  • Like-for-like repairs and restorations no longer require DVLA notification if the vehicle’s appearance is unchanged and the V5C log book stays the same.
  • Vehicles with significant structural modifications may retain their original VIN and registration provided the registered keeper notifies the DVLA.
  • Cars converted to electric power can keep their original identity, with notification by the registered keeper required.
  • The DVLA is replacing its previous ‘rebuilt’ and ‘radically altered’ frameworks with two guidance sets that apply to vehicles of any age.
