- New CBS figures show over 850,000 Dutch homes received a national subsidy or loan for energy-saving work between 2021 and 2025.
- More than 91 percent of supported homes were owner-occupied and almost three quarters of the funding paid for insulation, with improved glazing used in about 40 percent of renovated dwellings.
- Subsidy volumes rose sharply in 2023, fell about 12 percent in 2024 largely because legally protected bat habitats delayed façade and cavity-wall work, and rebounded by 22 percent in 2025 to nearly 300,000 homes.
- Support for (hybrid) heat pumps remained steady at roughly 80,000–90,000 subsidies per year from 2023 to 2025, while apartment buildings under Vereniging van Eigenaren rules lagged with only about 5 percent upgraded versus roughly 11 percent of non-VvE homes.
- Uptake varies widely by place: several Noordoost-Nederland municipalities show high shares (Tynaarlo 17.3 percent), whereas the four largest cities have much lower shares, reflecting governance and building-type barriers for collective retrofit decisions.
