Dutch Government Launches Study for Nedersaksenlijn With €2 Billion Reserved

The exploratory MIRT phase now begins to assess feasibility before any construction approval.

Overview

  • State secretary Thierry Aartsen signed the start decision in Emmen, declaring the line "will be built" as formal investigations get underway.
  • The plan would close a 44‑kilometre gap between Emmen and Veendam via Stadskanaal and Ter Apel, including over 30 km of new track and full renewal of heritage-used sections.
  • Roughly €2 billion is set aside, largely reallocated from the Lelylijn pot, while annual operating and maintenance needs of €25–40 million lack a confirmed funding source.
  • The MIRT study targets an overall picture by the end of 2028, with at least two further cabinet decisions required before construction; 2035 is an ambition for service, not a fixed date.
  • Backers tout economic and social gains for the region, even as bridge upgrades, level crossings, land acquisition and potential environmental or legal objections present hurdles.
