Dutch Court Grants Final Approval for 5,600-Home Valkenhorst Project

Final clearance follows court-ordered height limits alongside new measures to relieve pressure on the Meijendel & Berkheide dunes.

Overview

  • The Raad van State found Katwijk’s amended zoning plan lawful, allowing construction of Valkenhorst on the former Valkenburg airbase to proceed.
  • Building heights for stacked housing are capped at 15 and 20 metres, with potential increases to 32 or 40 metres permitted only under defined conditions.
  • The court said the municipality sufficiently documented expected visitor numbers and impacts from walkers, runners and pets in nearby nature areas.
  • A new nature and walking area called the Mient Kooltuin will be created to divert recreational use from the protected dunes.
  • Nature groups, including Stichting Duinbehoud, had opposed the plan, while the province and the national real estate agency support the housing scheme, which also includes schools, shops and other amenities.
