Dutch and Lithuanian Leaders Visit Kyiv to Deepen Defense, Energy and Asset-Use Talks

The visits underscored a push to use frozen Russian assets to support Ukraine.

Overview

  • On Oct. 6, Dutch Prime Minister Dick Schoof met President Volodymyr Zelensky in Kyiv as newly appointed Lithuanian Prime Minister Inga Ruginienė made a symbolic first trip and met Ukrainian leaders.
  • Zelensky said talks with Schoof focused on military, financial and energy assistance as well as legal mechanisms to hold Russia accountable, including expectations for an EU 19th sanctions package and tighter restrictions on Baltic Sea tanker routes.
  • Ukraine’s Yuliia Svyrydenko reported agreement to pursue joint defense production and to prioritize protection and rebuilding of the energy sector as attacks intensify on critical infrastructure.
  • Both sides backed channeling frozen Russian assets to Ukraine, and Schoof urged EU and G7 partners to share Belgium’s legal and financial risks tied to that approach.
  • Zelensky thanked the Netherlands for Patriot air defenses, F-16 support and its role in the PURL program, with the engagements occurring as recent drones and balloons prompted temporary airport closures in the Netherlands and Lithuania.
