Duma Budget Panel Backs 2026–2028 Social Fund and OMS Budgets for Second Reading

The package locks in 2026 pension and family benefit parameters, expanding OMS subventions to newly included territories without reducing regional allocations.

Overview

  • Lawmakers scheduled the second-reading vote for November 18 after the Budget and Taxes Committee endorsed both drafts.
  • The Social and Pension Insurance Fund plan sets 2026 revenues at 19.086 trillion rubles and expenditures at 18.748 trillion, with a 7.6% insurance pension indexation and a 156.76‑ruble pension coefficient.
  • The package defines family benefits, including 2026 maternity capital of 737,205 rubles for initial eligibility and 974,189 rubles for second-child cases, and raises the lump-sum birth payment to 28,773 rubles in February 2026.
  • The OMS budget projects 2026 revenues of 4.712 trillion rubles and spending of 4.794 trillion, a deficit of 82.058 billion, and 3.992 trillion in subventions to territorial funds.
  • Starting in 2026, OMS subventions factor in programs for Donetsk, Luhansk, Zaporizhzhia and Kherson, and Chair Ilya Balanin said updated allocation coefficients ensure no region sees a reduction versus 2025.
