Drone Contraband Drop Near Millhaven Prison Thwarted, Two Quebec Teens Charged

A joint operation by Correctional Service Canada with Ontario Provincial Police seized a drone with contraband targeting the maximum-security facility.

  • Officers launched an operation Thursday after reports of a possible drone delivery and stopped a suspect vehicle near Millhaven Institution.
  • Police reported seizing about 120 g of suspected ecstasy, nearly 150 g of cannabis, just over 40 g of shatter, and roughly 270 g of hashish plus 100 g of tobacco.
  • Investigators also recovered the drone, cellphones, a ceramic blade and delivery materials, with an estimated institutional value above $300,000.
  • The accused are Taha Oulidi, 18, of Terrebonne, and Liyess Rakibe, 19, of Repentigny, both from Quebec.
  • Charges include possession of a weapon for a dangerous purpose, mischief endangering life, possession of ecstasy for the purpose of trafficking and delivering contraband to an inmate, with the 19-year-old also accused of breaching release and probation orders; both remained in custody after an Oct. 10 bail hearing in Napanee.
