DPS Investigation Finds Youngquist Belittled Staff, Indicated Bias but No Proven Discrimination

The board will publicly take up the superintendent’s censure request on Wednesday following the report’s release.

Overview

  • An independent report found it more likely than not that John Youngquist engaged in belittling, dismissive and condescending behavior toward Denver Public Schools employees and showed bias in interactions with some leaders of color.
  • Investigators said they could not determine deliberate discrimination and reported no evidence of overt racism such as the use of slurs.
  • The school board commissioned the probe from the Denver firm Garnett Powell Maximon Barlow & Farbes, led by attorneys David D. Powell Jr. and Sara R. Bodner.
  • Invoices reviewed by The Denver Post show the investigation cost at least $78,045 as of Oct. 10.
  • Youngquist denied wrongdoing, said he may pursue legal action and alleged a retaliatory motive, while Superintendent Alex Marrero called the conduct damaging and urged censure.
