The incident occurred between 6:45 PM and 7:45 PM near Caer Salem Baptist Chapel, with the vehicle traveling northbound through the village.
Dyfed-Powys Police arrested a 27-year-old man on suspicion of causing death by dangerous driving, failing to stop, and failing to report the collision.
The suspect's vehicle, a blue car with noticeable damage, has been located by police as part of the ongoing investigation.
Jones, described as a 'lovely guy' by locals, leaves behind a wife and two young children; his family is being supported by specially trained officers.
