DOE Issues Conditional $5 Billion Loan to Uprate Eight Nuclear Plants

Tying major cloud companies’ power deals to federal finance, the package must clear technical, environmental and legal reviews before any funds are released.

Overview

  • The Energy Department on Tuesday issued a conditional commitment of up to $5 billion to Constellation Energy to fund uprates at eight plants that would add about 1.1 gigawatts of baseload generation.
  • Planned work targets 11 reactors across six Illinois sites (Braidwood, Byron, Clinton, Dresden, LaSalle, Quad Cities) plus Calvert Cliffs in Maryland and Limerick in Pennsylvania.
  • Much of the added output is already contracted with hyperscalers, with Google, Amazon and Meta underwriting large portions of the projects through power purchase deals and commercial commitments.
  • Release of federal funds depends on rigorous technical evaluations, formal environmental reviews, final legal agreements and subsequent grid and permitting approvals from entities such as the NRC, PJM and MISO.
  • The loan follows the loans office’s recent $5.1 billion closed loan to Alliant Energy for gas and storage projects and highlights a policy push using federal finance to expand grid capacity even as analysts say there is no clear evidence uprates will lower residential electricity bills.
