DOE Funds $5.5 Million in Lab Projects to Speed U.S. Hydropower Permitting
The grants will deliver practical tools, datasets and AI-enhanced models to help regulators complete licensing reviews faster and reduce costs for operators.

- The U.S. Department of Energy’s Hydropower and Hydrokinetic Office awarded $5.5 million to 11 national laboratory teams, a move announced Aug. 31–Sept. 1 that launches 1–3 year projects to streamline licensing and relicensing.
- Projects will produce decision-support tools and citable datasets, including a PNNL fish-passage risk screening, an ORNL national recreation geospatial database, and Los Alamos-Sandia AI models to forecast reservoir nutrient dynamics.
- Idaho National Laboratory and PNNL will define and standardize assessments for ‘add-on’ pumped storage retrofits so federal and state reviewers can evaluate environmental impacts more quickly and consistently.
- Workplans emphasize stakeholder engagement and reuse of existing investments, with USACE, tribal partners, utilities and Norwegian research groups supplying data or in-kind support to make results directly usable in regulatory reviews.
- Though $5.5 million is modest versus industry scale, the program aims to cut multi-year permitting delays by giving regulators standardized methods and operators clearer, lower-cost paths to meet environmental and cultural requirements.
