Overview
- Investigators arrested 55-year-old Bobby Rollins Jr. in Long Beach on June 10 after a male DNA profile from the 1990 kit generated a CODIS hit and led to charges.
- Ventura County prosecutors charged Rollins with kidnapping with intent to commit robbery and filed multiple special allegations including personal use of a firearm and great violence.
- Officials did not and cannot charge the alleged 1990 sexual assault because the statute of limitations has expired so prosecutors focus on kidnapping and aggravating factors that carry up to a life term.
- The match came after an outside lab developed the profile and the county lab uploaded it as part of the Ventura County Sexual Assault Kit Initiative, a DOJ-funded effort that has tested more than 2,000 kits but still has about 800 untested.
- Authorities say the arrest is the next step in a wider probe seeking an unidentified accomplice, possible related crimes from 1989–1992, and public tips while prosecutors ask the court to hold Rollins without bail.
