Dino Sends CGU Audit to Federal Police, Orders Accountability Over NGO-Linked Earmarks

The prosecutor general backs the regulated use of special transfers known as emendas Pix, tying validity to STF transparency rules.

  • CGU audits of transfers to NGOs from 2020–2024 found governance failures, directed contracting and overpricing across 57 entities and 103 instruments audited, estimating R$ 15.18 million in losses out of R$ 355 million reviewed.
  • Dino warned of individualized use of collective earmarks that could revive secretive practices, as the PGR separately sought convictions of Deputies Josimar Maranhãozinho, Pastor Gil and Bosco Costa for alleged bribery and organized crime tied to emenda allocations.
