Dino Imposes Transparency Rules on Collective Earmarks for Health Salaries

The STF tied authorization to strict traceability after federal auditors reported pervasive flaws in special-transfer earmarks.

Overview

  • STF minister Flávio Dino conditioned the use of bancada and comissão emendas to pay health personnel on exclusive bank accounts and full traceability.
  • The government must publish each month on the Portal da Transparência the names, CPFs and amounts paid to workers covered by these funds, respecting LGPD limits.
  • Dino instructed the Attorney General’s Office (AGU) to adapt the federal transparency portal so payments financed by collective emendas can be clearly identified and tracked.
  • While individual emendas remain barred from funding personnel, Dino said the same constitutional logic may apply to collective emendas and deferred that question to a separate case.
  • He sent a CGU audit on emendas Pix to the Federal Police to assess potential crimes after finding irregularities across 20 municipalities receiving about R$72.3 million, and he requested a 2026 audit plan and a report on recovery actions.
