DHS Identifies 3 Suspects in Minneapolis ICE Shooting as Minnesota Opens Use-of-Force Investigation

Officials say an agent fired once during a traffic stop, injuring Julio Cesar Sosa-Celis.

Overview

  • DHS said agents targeted Sosa-Celis during a traffic stop when he fled, resisted arrest and, with two others, allegedly struck an officer with a snow shovel and a broom handle before retreating into an apartment.
  • The officer fired a single shot that hit Sosa-Celis in the leg; both were hospitalized, and all three men were later arrested and placed in ICE custody.
  • The Minnesota Department of Criminal Apprehension opened a use-of-force investigation into the shooting.
  • Per DHS, Sosa-Celis entered the U.S. in 2022 and has prior state convictions; Alfredo Alejandro Ajorna entered in May 2023 and was ordered removable after missing a hearing; Gabriel Alejandro Hernandez-Ledezma arrived in May 2023 and was designated a non-enforcement priority.
  • Homeland Security Secretary Kristi Noem characterized the incident as an attempted murder of a federal officer, and USA TODAY reported recent protests, a prior fatal ICE shooting in the area, deployment of about 3,000 federal officers and a threat by President Donald Trump to invoke the Insurrection Act.
