DGT Unveils Examiner Hiring Surge and Reversible BUS-VAO Lane to Ease Congestion

The DGT aims to curb solo-driver gridlock by boosting examiner ranks, deploying tech-driven lane controls en route to a 30-day zero-fatality goal

  • Pere Navarro is negotiating with the Ministry of Public Function to enlarge the DGT’s examiner corps beyond its 900-strong cap to meet an extra 8,000 licence applicants each month.
  • To relieve examiner shortages, 118 new driving instructors will join in September and another 100 will be recruited through this year’s public employment offer.
  • A reversible BUS-VAO high-occupancy lane on the A-2 into Madrid has been approved, equipped with cameras, lights and beacons for real-time lane direction control.

  • With solo drivers accounting for 85% of peak jams and 70% of vehicles over eight years old, authorities are promoting carpooling and urban 30 km/h limits that have delivered 18 zero-fatality days so far in 2025.
