DGT Says VMP Insurance and Registration Won’t Be Enforceable on Jan. 2 in Spain

The government is finalizing an urgent royal decree to launch the public registry, leaving riders and insurers waiting for clear compliance steps.

  • Mandatory coverage linked to registration is on hold until the Jefatura Central de Tráfico registry is legally approved and operational, according to the DGT.
  • Heavier or faster personal mobility vehicles—over 25 kg and capable of more than 14 km/h—must still be insured by 26 January 2026 without prior registration.
  • When the system opens, obtaining the policy will require inscription in the registry and an identifying label or, where applicable, a plate.
  • Law 5/2025 names the Consorcio de Compensación de Seguros as guarantor for personal-injury claims from uninsured vehicles, with property damage excluded.
  • No timeline has been announced for opening the registry, and fines of €200–€1,000 for uninsured light VMPs will only apply once the obligation becomes enforceable.
