DGCA Drafts 48-Hour Free Cancellation Rule, 21-Day Refund Deadline for Air Tickets

The regulator has opened a public consultation through November 30 before finalising the passenger-protection measures.

Overview

  • Passengers would get a 48-hour look-in period to cancel or amend bookings without extra charges, excluding domestic flights departing within five days and international flights within 15 days.
  • Airlines would be required to complete refunds within 21 working days and return statutory taxes and airport fees even on fares sold as non-refundable.
  • When tickets are bought via travel agents or online portals, the onus for issuing refunds would rest with the airline as the agent’s principal.
  • Airlines would waive fees for correcting a passenger’s name if the error is reported within 24 hours of booking on the carrier’s website, and cancellation charges must be shown clearly at purchase.
  • For medical-emergency cancellations, a credit shell could be offered only with the passenger’s consent, and the proposals remain in draft form with comments invited until November 30.
