DGCA Draft Overhauls Cabin Crew Duty and Rest Rules, Seeks Feedback by Nov. 14

Stakeholders have until November 14 to comment on the fatigue‑focused overhaul.

Overview

  • The proposal ties permitted landings to duty duration, allowing up to six landings at an 11‑hour flight duty period and five at 11 hours 30 minutes, with further reductions as duty length increases.
  • Cumulative limits are set at 35 flight hours in seven days, 100 in 28 days and 1,000 in a year, with total duty time capped at 1,800 hours annually.
  • Minimum rest must match the preceding duty or be at least 12 hours, rising to 18 hours for trips crossing up to seven time zones and 36 hours for more than seven, with a weekly 48‑hour rest including two local nights.
  • Night protections extend the defined night period to 0000–0600 and restrict consecutive night duties, while long and ultra‑long sectors require augmented crews, dedicated bunks or basic rest seats, and can run 17–21 hours with 120 hours’ rest on return from ultra‑long haul.
  • A non‑punitive fatigue reporting system would require quarterly submissions to the regulator and at least 18 months of duty‑rest records, and experts have flagged overlaps with earlier provisions already under legal challenge.
