DfT Urges Councils to Open Blue Badge Scheme to Temporary Disabilities

The guidance aims to equip local councils with clear rules on extending parking concessions to people with temporary disabilities.

Overview

  • The Department for Transport has advised councils to use existing powers to offer Blue Badge concessions to individuals with temporary disabilities.
  • Automatic eligibility now covers those receiving higher rate mobility DLA, scoring eight or more on PIP moving-around tests, registered blind individuals, War Pensioners’ Mobility Supplement recipients and certain Armed Forces Compensation Scheme awardees.
  • Local councils will assess other applicants who meet health or disability criteria, such as inability to walk unaided, life-limiting illnesses or severe non-visible conditions, through a standard evaluation process.
  • Applicants must provide proof of identity and address, a recent photograph, national insurance number if available, and supporting benefit letters or medical documentation.
  • Fees differ across the UK, with badges costing up to £10 in England, £20 in Scotland and free in Wales, and each badge remains valid for up to three years.
