Overview
- The program began operation on Monday, August 10, after the government revised rules to broaden who can take part and how the scheme is funded.
- Desenrola Adimplentes targets informal workers with unsecured personal loans of up to R$15,000 who have paid at least four installments and whose accounts are current or less than 90 days past due, with renegotiation rates capped at 1.99% per month.
- Under the new framework participating institutions must provide 30% of each operation in their own capital while the Union can supply up to 70% of resources within a federal envelope of up to R$3 billion to back renegotiations.
- Caixa and Banco do Brasil will offer the initial lines, may act as repassadores of federal funds and can also lend with their own resources, and the decision to join remains voluntary for private banks though at least two large lenders signaled possible participation.
- Regulatory bottlenecks in the Fundo de Garantia de Operações delayed the launch but Febraban now says the final design raised predictability and viability, and the government expects the program to reach roughly 500,000 informal workers and 100,000 Fies beneficiaries.
