Overview
- The initiative, presented July 23, 2026 by PRI deputy Yericó Abramo Masso, would amend the Ley Federal del Trabajo to explicitly regulate work called outside contracted hours.
- The draft requires a 50% additional payment when employees are formally required to work on a rest day and still guarantees the worker a compensatory day off.
- The proposal defines a catalogue of “complementary activities” — including trainings, inventories, audits, meetings, simulacra, evaluations and tech updates — and says each hour spent on them must be paid as overtime.
- Employers would have to justify scheduling those activities outside the regular workday, integrate them into normal hours when possible, face limits on pressuring staff, and bear a shifted evidentiary burden in disputes.
- The measure is a draft that must pass committee review and congressional votes before becoming law, and its final impact will depend on amendments, employer compliance costs and the capacity of labor authorities to enforce the rules.
