Bystander footage shows the deputy grabbing the woman by the neck, throwing her to the ground and spraying pepper spray in her face as she cries out that she can't breathe.
The sheriff's department has called the footage "disturbing" and launched an investigation into the use of force.
The woman and the man were ultimately cited and released without being formally charged.
