Deputies Approve Fast-Track Reform to Let Users Cancel Digital Subscriptions With One Click

The unanimous vote moves a consumer-protection measure targeting opaque recurring charges to the Senate for review.

Overview

  • The Chamber of Deputies passed the Monreal-backed changes 438–0 and sent the initiative to the Senate after dispensing with ordinary procedures.
  • Providers would have to clearly disclose when services involve automatic recurring payments, including amount, billing date and periodicity, and obtain express, informed consent.
  • Automatic renewals must be flagged to users at least five calendar days in advance, with the option to cancel without penalty before the next charge.
  • Platforms must implement mechanisms that allow immediate cancellation of subscriptions, memberships or services, including via the same medium used to sign up.
  • Linguistic tweaks proposed by PAN were accepted, and press accounts differ on the exact numbering of added subsections to Article 76 Bis, an issue the Senate is expected to clarify.
