Democrats Unveil Rival Funding Bill as GOP Pushes ‘Clean’ CR, Raising Shutdown Risk

With 60 votes needed in the Senate, Democrats hold sway and the risk of an Oct. 1 shutdown is rising.

Overview

  • House Republicans advanced a stopgap through Nov. 21 that keeps current funding levels and adds about $88 million for security across the legislative, executive, and judicial branches.
  • Democratic leaders released a competing Oct. 31 measure that would extend Affordable Care Act premium subsidies, reverse recent Medicaid cuts, restore funds the White House has been withholding, and maintain operations short term.
  • Speaker Mike Johnson and Senate GOP leaders rejected attaching health-care provisions to the stopgap, calling for a ‘clean’ bill and arguing subsidy changes belong in year-end negotiations.
  • Any plan needs 60 votes in the Senate, requiring at least seven Democrats if all Republicans back the GOP bill, while some Democrats, including Sen. John Fetterman, say they will not support a shutdown.
  • A new Data for Progress poll reported by Semafor shows most Democratic voters favor withholding votes to secure changes and expect Republicans to be blamed if the government closes.
