Dell Says 1 Billion PCs Are Not on Windows 11, Sees Flat PC Market

The company blames stricter Windows 11 hardware requirements for the slow migration.

Overview

  • On its Q3 2025 earnings call, Dell said about 500 million PCs that could upgrade to Windows 11 have not done so.
  • Dell also estimated another roughly 500 million PCs are too old to meet Windows 11’s requirements, describing many as around four years old.
  • The company said the Windows 11 transition is running 10–12 percentage points behind the prior Windows 10 migration at a comparable stage.
  • Windows 10 has reached end of support yet remains widely used across consumer and commercial machines.
  • Dell expects PC demand to stay relatively flat next year but views AI-capable systems with NPUs as a likely driver for future upgrades.
