Delhi Unveils Draft Start-up Policy 2025, Proposes ₹200 Crore VC Fund and Goal of 5,000 Ventures by 2035

The nine-page draft is open for public feedback and would be executed by the Industries Department through a monitoring committee and a Start-up Task Force if finalised.

Overview

  • Draft measures include 100% reimbursement of workspace lease rentals up to ₹10 lakh per year for three years and full reimbursement of IP filing costs up to ₹1 lakh for Indian and ₹3 lakh for international patents.
  • A ₹2 lakh monthly allowance for one year toward operational costs and reimbursements for exhibition stalls up to ₹5 lakh domestically and ₹10 lakh internationally are proposed.
  • The 10-year plan targets 18 sectors spanning healthcare, fintech, logistics, green tech, robotics and frontier technologies such as AI, ML, IoT, SaaS, biotech, AR, drones and UAVs.
  • Applications for incentives would be routed through the Delhi Single Window System, with a nodal agency screening submissions before decisions by the Start-up Task Force and notifications via a portal.
  • The ecosystem plan outlines virtual incubation through the Delhi Incubation Hub, a start-up festival with industry associations and targeted support to strengthen participation by women entrepreneurs.
