Overview

• Chief Minister Rekha Gupta said the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill will be tabled when the Assembly reconvenes on August 4.
• The legislation, based on an April 29 ordinance, applies to all 1,677 private unaided schools and establishes a three-tier framework of school-level, district and state committees to approve and retrospectively review fee proposals.
• First-time arbitrary fee hikes will attract fines of ₹1 lakh to ₹5 lakh, with repeat offences penalized at ₹2 lakh to ₹10 lakh under the proposed bill.
• Schools delaying refunds of excess fees will face fines doubling after 20 days and tripling after 40 days, with continued escalation every 20 days of non-compliance.
• Repeat violators may be barred from holding management positions and lose the right to propose future fee revisions to prevent profiteering.
