Delhi SEC Sets Nov. 30 Bypolls for 12 MCD Wards, Counting on Dec. 3

The contest serves as an early gauge of BJP’s control of the MCD versus AAP’s effort to recover seats.

Overview

  • The commission will issue the election notification on November 3, with nominations open November 3–10, scrutiny on November 12, and withdrawals allowed until November 15.
  • The Model Code of Conduct takes immediate effect in the 12 affected wards and remains in force until the process concludes.
  • Eleven vacancies arose after sitting councillors became MLAs this year and one after Kamaljeet Sehrawat became an MP, with nine seats previously held by the BJP and three by the AAP.
  • Polling runs from 7:30 am to 5:30 pm without breaks, using Assembly electoral rolls with January 1, 2025 as the qualifying date, and voter-access services are offered via the Nigam Chunav Delhi app.
  • The BJP currently holds a working majority in the MCD with 116 councillors, while AAP has 98, IVP 15 and Congress 8, and both BJP and AAP claim confidence heading into the vote.
