Delhi Releases Draft Start-up Policy With ₹200 Crore VC Fund, Targets 5,000 Ventures by 2035

Stakeholders are invited to comment, with applications later routed through a Single Window system under a Start-up Task Force.

Overview

  • The nine-page draft is posted on the Delhi Department of Industries website for public feedback before finalisation.
  • The 10-year framework prioritises 18 sectors, including AI and machine learning, IoT, SaaS, biotechnology, green technology, robotics, fintech, logistics and gaming.
  • Proposed incentives include reimbursement of workspace lease rentals up to ₹10 lakh per year for three years and full reimbursement of IP filing costs up to ₹1 lakh for Indian and ₹3 lakh for international applications.
  • Startups may receive 100% reimbursement for exhibition stall rentals up to ₹5 lakh for domestic and ₹10 lakh for international events, plus a ₹2 lakh monthly operational allowance for one year.
  • The Industries Department will act as nodal agency, with applications screened via the Single Window System, decisions issued through a start-up portal, virtual incubation offered through the Delhi Incubation Hub, targeted support for women entrepreneurs, and biennial policy reviews by a monitoring committee.
