Delhi Ramps Up GRAP Enforcement, Suspends PUCC Centres After Fraud Exposé

A sweeping crackdown targets fake emission certificates after an undercover probe revealed remote issuance.

  • Enforcement teams inspected 4,927 vehicles in 24 hours and issued 3,970 challans, including 2,390 for PUCC violations by traffic police, 285 by transport enforcement and 1,114 through ANPR cameras.
  • The transport department impounded 28 buses in a day for emission violations, bringing the monthly total to about 100 buses.
  • Officials suspended 28 PUC centres, cancelled two licences and initiated action against two more, while four centres were blacklisted including the Gokulpuri unit and its associated site in Tikri Kalan.
  • A police complaint was filed against the Gokulpuri centre named in the investigation, and the transport minister ordered senior officials to conduct on-site inspections of PUCC facilities.
  • Delhi wrote to transport commissioners in Uttar Pradesh and Haryana seeking action on forged certificates issued outside the capital, as Odisha separately moved to tighten PUCC and green-sticker enforcement from February.
