Delhi PWD Bars NCCBM and Contractor Over Unsafe Judicial Quarters

The two-year ban follows findings of severe structural failures in a 2016–17 residential project, which was demolished in 2024 due to safety concerns.

Overview

  • The Delhi Public Works Department (PWD) has debarred the National Council for Cement and Building Materials (NCCBM) and a private contractor from bidding on its tenders for two years.
  • The decision stems from substandard construction in the 2016–17 Dwarka judicial residential project, which developed cracks and corrosion within four years of completion.
  • An IIT-Delhi structural audit recommended demolition of the complex, which was carried out in December 2024 after it was deemed unsafe for habitation.
  • The PWD’s internal investigations revealed that over ₹30 crore was spent on the project, which remained uninhabitable and structurally unstable.
  • Existing contracts involving NCCBM will not be affected by the ban, while legal and departmental actions have been initiated against responsible officials and the contractor.
